Cloud-based nondownloadable software configured to receive traffic scene data from a remote vehicle, where the traffic scene data is recorded during a period when a stop arm or stop lights on the vehicle are activated including images, identifying information related to other vehicles in the images, conduct further analysis of the traffic scene data for a violation of stop arm or stop light regulations, and generate violation citations and reports
