Electronic cigarettes; Electronic cigarettes and oral vaporizers for smokers, sold empty or containing liquids not being essential oils, such as chemical flavorings; Electronic smoking pipes, sold empty; Glass smoking pipes sold empty; Herbs for smoking; Oral vaporizers for smokers sold empty; Smokers' oral vaporizer refill cartridges sold empty; all of the foregoing goods that contain hemp and CBD being derived from hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis, and all of the foregoing intended solely for use with products derived from hemp with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis
