The inner seal contains two stylized symbols in the color white on a grey background at the upper part of the seal, namely, a corncob and a grain pendant, and below is a dog in the color grey on a white background at the bottom part of the seal. Above the seal is a sailing ship in the colors grey and white above a horizontal line in grey and white stripes. The entire blue circle is surrounded by a grey square.
