Educational services, namely, assisting in the implementation of education reforms, namely, providing educational consulting to school and state administrators in the implementation of education reforms; training services in the nature of seminars, and conferences for others concerning testing, assessment, curriculum development, teaching, and implementation of education reforms; educational research services in the fields of academic and vocational education and employment training; educational services, namely, designing, formulating, developing, analyzing, improving and implementing education policy for federal, state and local policymakers of public and private schools in the fields of elementary, secondary and post-secondary education; providing consulting and training in the fields of elementary, secondary and postsecondary education in connection with educational standards; educational research, namely, providing research and information on curriculum development, achievement standards, educational testing and assessment systems, school organization, education systems and design, educational leadership, education financing and human resource allocation, and effective methods of instruction to state and local governments, school districts and other community organizations; preparing reports containing information on student education trends, factors affecting student learning, and best practices for use in training and educating state and local governments, school districts, parents, individuals and other community organizations
