The sign consists of a rectangle comprised of yellow, blue, and red bars. Overlapping the a portion of the yellow and blue bars is a brown, white and red condor perched on top of a brown and silver oval above a brown barrel containing a silver axe, all surrounded by four silver spears from which four yellow, blue, and red banners hang. Green leaves with yellow flowers appear on the left side of the silver oval and green palm fronds appear on the right side of the silver oval. The green leaves and green palm fronds appear between the four yellow, blue, and red banners that hang from the four silver spears. Within the oval is silver banner containing a yellow sun with facial features appearing in black and the Zodiac symbols for Aries, Taurus, Gemini, and Cancer. Beneath the silver banner is a blue sky above a white and grey mountain, green fields, and a blue river. Within the blue river is a yellow, blue and red ship emitting white smoke with a mast that appears as a silver and white caduceus symbol.

The colors yellow, blue, red, brown, green, grey, silver, and white are claimed as a feature of the sign.
