The mark consists of a circular jagged-edged seal over a banner, with the term "TOP PAY" in stylized font on the top portion of the seal and the term "CARRIER" in stylized font on the lower portion of the seal. In the center of the seal are two bars, between which are four lines of stylized font reading "INDEPENDENTLY", "CERTIFIED", "BY THE NATIONAL", "TRANSPORTATION INSTITUTE". The center of the seal is a dark circle. The outer circle of the seal contains radiant lines, as does the portion between the two bars.
