USRP is a designation for "Ultra-Frangible Specific Range Projectile". The frangible projectile has a number of radius flutes on the trailing section. When loaded into a cartridge case to achieve a specific velocity and fired from a firearm, the flutes create a flight dampening ballistic characteristic which results in a reduction of the normal maximum range for a specific caliber, while also providing controlled projectile fragmentation.
